Departments and regions reluctant to take back national roads

The approximately 10,000 kilometers of unconcessioned national roads and motorways offered for decentralization to departments, cities and regions that volunteered under the “3DS” law adopted at the start of the year will not all find takers. Far from there. Interested communities have until Friday to deliberate on the routes they wish to be transferred from the list that was published on March 30.

To date, 26 departments have positioned themselves, “under conditions”, indicates to “Echos” their association Departments of France. Others, such as Yonne, for example, which had the possibility of recovering four sections for nearly 80 km in total, preferred not to go down this path, citing in particular uncertainties on the financial aspect of this recovery. . “There are far too many unknowns with consequences that we cannot measure”, had thus insisted Patrick Gendraud, the president (LR) of the Departmental Council of Yonne, before the vote in session on September 23.

Conditions precedent

“We had to decide before September 30 without having all the elements in hand. […] A certain number of departments also said to themselves that they were not going to add expense, ”explained Wednesday François Sauvadet, the president (UDI) of the Departmental Council of the Côte-d’Or and Departments of France.

The Departmental Council of Deux-Sèvres, for its part, issued a favorable opinion on the transfer of RN 149 and 249, but accompanied by “suspensive conditions”, “not wishing to inherit a poisoned gift particularly in this inflationary period”. He thus asks the State “to review its copy”: “On the work of current investments, it misses 1 million euros per year compared to the estimates. And there is no state participation for the modernization of this axis, which would require 173 million euros of work, ”explains Coralie Dénoues, its president various right.

Negotiations

The local authority says that it cannot bear the bill alone and wants in particular to have “the guarantee of the financing of the modernization program of the route via the State-Region plan contract (CPER) up to 50% of its cost at least “. “We hope to be able to start a calm negotiation”, pleads Coralie Dénoues, whose department has also chosen not to take over the RN 10, 11 and 248.

For its part, the Gers department voted last week in favor of the resumption of all the national roads crossing it, i.e. 238 kilometers in all. “Today, the financial transfer that is envisaged seems quite correct, but the negotiations are not over, in particular on the question of personnel”, indicates its president (PS), Philippe Dupouy.

As for the regions, for which the operation will take the form of an eight-year experiment, as part of the provision of the roads, personnel and technical means concerned, Occitanie and Grand Est have already applied for several axes. The Auvergne-Rhône-Alpes region, whose subject is on the agenda of its permanent committee which is being held this Friday, must do the same.
