Organized screening for cervical cancer. Definition of performance indicators and data format for national program evaluation

Each year in France, cancer of the cervix affects around 3,000 women and causes around 1,100 deaths. The objective of cervical cancer screening is to reduce the incidence and mortality from this cancer with the least possible negative effects for women. Screening aims to detect precancerous lesions and treat them before they develop into cancer. It also makes it possible to detect cancers at an early stage and thus improve the chances of recovery. The National Organized Cervical Cancer Screening Program is a new cancer screening program set up by the public health authorities in 2018. This program aims to increase screening coverage to reach 80 %, to reduce inequalities in access to this screening and to reduce the incidence and mortality from cervical cancer by 30% at 10 years. Public Health France’s mission is to carry out the epidemiological evaluation of cancer screening programs. The purpose of this methodological guide is to build a system for evaluating the cervical cancer screening program based on standardized performance indicators in order to monitor the achievement of program objectives and to identify and correct any problems. It is intended for regional cancer screening coordination centers (CRCDCs) responsible for organizing programs on a regional scale, for software publishers equipping the CRCDCs with professional software, as well as for all professionals and institutions involved in cervical cancer screening. Its objectives are to (i) define program performance indicators; (ii) define the data necessary for the production of these indicators to be transmitted by the CRCDCs to Public Health France according to a standardized format; (iii) describe the procedure for transmitting this data to Public Health France. This guide is likely to evolve according to the evolution of the organized national screening program.
