Retirement: a new online service for a fairer calculation of your pension in 2023

The National Old Age Insurance Fund (CNAV) had been working on it for several months. “Complete my career”: this is the name of the new online service which will make it possible to modify or complete the information relating to his professional career on his career statement for the calculation of his pension rights. Initially mentioned for the end of 2022, this system should finally see the light of day during the first quarter of 2023, and this gradually.

“The IT tool is ready. The new service will be launched in early 2023 during the first quarter. For the first year of operation, the objective is to make it available to around 100,000 to 200,000 policyholders, and if all goes well to deploy it on a larger scale in a second phase,” explains Renaud Villard, Managing Director. of the CNAV.

The stakes are high. ​Omissions and miscalculations on the part of the administration are frequent. One in seven newly awarded pensions in 2021 had at least one “financial scope error” according to a Court of Auditors report published last June. In three-quarters of cases, retirees were penalized. More than half of the errors relate to career-related data.

They can also be linked to the declarations of the employer, or those of Pôle emploi and health insurance. A main consequence: fewer quarters validated and a pension reduced accordingly. To ensure the fair calculation of pension rights, the National Health Insurance Fund (CNAV) and Urssaf have also just strengthened their cooperation within the framework of a renewed partnership (see box).

A test phase for 55-57 year olds

Since July 2021, it is already possible to request a correction of your career statement at any time. Previously, it was not possible to obtain the regularization of one’s file before the age of 55, or even at 60 in certain cases. “With the current system, policyholders only have access to a reporting tool by email. The new service should make it possible to speed up procedures and improve the regularization tool. “, explains Renaud Villard.

Concretely, through his personal space, it will be possible to directly send the photograph of the missing payslips and to follow the treatment of the requested corrections. As a reminder, you can consult your career statement at any time by logging into your personal space (www.lassuranceretraite.fr).

The insured will thus be able to rectify the situation, if he discovers, for example, that a summer job, or a period worked abroad, has not been taken into account for the calculation of his pension rights.

For this first phase of deployment, targeting will be carried out according to the age of the policyholders and the quality of their professional career. The segment of insured persons aged 55 to 57 should be targeted as a priority. More broadly, people with choppy careers, and for whom the administration has spotted holes in their careers, could also be affected initially.

“We are going to see how our teams take ownership of this new tool, and quantify the productivity gains before a possible ramp-up of the system,” explains Renaud Villard.

However, the declarations of the insured will not necessarily be taken at face value. At the same time, a “scoring” tool will be put in place by the administration to identify situations where more in-depth verification research is necessary. This could be the case in particular when pay slips are sent in large numbers and the requested catch-up covers a long period.

Strengthened cooperation between CNAV and Urssaf to limit errors

Governments are strengthening their ties to improve the accuracy of pension entitlements for insured persons. The CNAV and the Urssaf have just signed a new partnership agreement in order to “strengthen the reliability of the social data provided by employers to ensure the fair calculation of pension rights”.

Concerning social declarations to Urssaf, among the most common errors, it happens that companies are mistaken about the affiliation code, for example by declaring an employee to the special scheme for example when he comes under the general scheme.

Better support businesses

Another frequent case: a temporary employment company provides the administration with an incorrect Social Security number of a person it has employed, making it impossible to find it by the administrative services.

Mistakes are also common for companies when some employees work part-time but have chosen to contribute full-time (“over-contribution”) to improve their pension rights.

According to data provided by the CNAV, out of a sample of around 3,000 companies checked in 2021, out of the 62,152 part-time employees contributing full-time in 2021, this gave rise to just over 35,000 corrections to the career statement. .

This partnership should make it possible to strengthen the controls of the companies, and the reports and make the necessary corrections to the career statements of the insured. “Companies are generally in good faith. They have a strong need for support. Our strengthened cooperation with Urssaf will enable us to provide them with more advice. “, says Renaud Villard.
