New boost to MaPrimeRenov’

For the renovation of housing, the State will put half a billion euros more on the table to finance the MaPrimeRenov’ aid system next year. In total, 2.5 billion euros of funding will be released – an amount that is added to the strengthening of the budget of the National Housing Agency (Anah).

In particular, the government said it was ready on Monday to think about improving the system in favor of a global renovation mechanism, as well as increased support to get the least well-insulated housing out of the status of “energy sieves”. “.

More than 1 billion to electrify the car fleet

To help households buy less polluting vehicles, the government proposes devoting 1.3 billion euros to the “greening” of the vehicle fleet in 2023. This is also the budget of the Ministry of Energy Transition which will be used to finance the ecological bonus – which will nevertheless decrease from 6,000 to 5,000 euros – and the conversion premium – maintained at the same level.

The United States reserves their bonuses for vehicles produced on their territory, pointed out the Minister of the Economy, Bruno Le Maire, on Monday, considering that the debate should be launched in Europe to guarantee that the bonus goes to vehicles produced. on European territory or strictly compliant with new environmental standards.

This support will also concern professionals, said the ministry, whose budget will make it possible to finance additional credits for the call for projects concerning the electrification of heavy goods vehicles set up as part of the Recovery Plan. Finally, this envelope includes the creation of the new “social leasing” system, one of Emmanuel Macron’s flagship proposals. On FranceInfo last week, the Minister of Transport, Clément Beaune, admitted that it was “complicated to implement because it is necessary to encourage a French and European production sector”. Experiments could be launched in certain territories, he suggested.

At the same time, the finance bill contains 250 million euros for the new “bicycle plan” recently announced by Matignon.

A new “green fund”

The government insists on the novel side of its new tool for financing the ecological transition in the territories. Announced by the Prime Minister, Elisabeth Borne, this summer, the “green fund” will be endowed with 1.5 billion euros in “new credits” deployed next year. “This fund will be decentralized and flexible to use,” explains the Ministry of Ecological Transition.

For Christophe Béchu, the transition can only succeed by supporting local authorities. This fund could be used, for example, to finance the renovation of public buildings, the renaturation of cities, the recycling of wasteland or even the prevention of natural risks. But the list is not closed. “The government will work with communities to take their needs into account,” the ministry said.

The government also confirms its support for the nuclear sector with a program of three calls for projects endowed with around 500 million euros, to support “new complete concepts of innovative reactors”. It should also be used to support emerging players and to “create a new ecosystem of nuclear start-ups”. Another five hundred million euros will be mobilized for the French small modular reactor (SMR) project led by EDF, among others, as part of France Relance and France 2030 over the period 2023-2030.
